goldenbr... : I'd focus on things that would prevent kids from going into a life of crime instead of ONLY waiting for them to miss up to do something (throw them into jail so they can come out a f up again)
you know things like making sure schools are well funded, a lot of after school programs and making sure there are jobs in poor areas, etc.
Right now we focus on locking people up after they do something. But that only solves part of the problem. we should be more proactive and make sure we put the youth on the right track before (and even after) they go down the wrong path.
Prevent (or at least lower) the flow of new thugs, lock the old ones a way and make sure there are programs for those who want to change their life style.

jean m : Not all of them are bad, sometimes young people look intimidating when they are standing around in a big group, but that doesnt mean they are criminals. I was mugged by a boy in his school blazer and I wasnt expecting it cause he was just walking along on his own.
